Region 10 Accomplishments:
Facilitated conversations between Steve Shreckengast, Bald Eagle SnowRiders, Matt Beaver, DCNR Bald Eagle State Forest, Rodney Mee, Pennsylvania Game Commission, Daniel “Dewey” Waugh, PennDOT, Rudy Lyon, HartleyTownship and the Buttorff brothers, private land owners. These conversations addressed safety concerns due to the illegal crossing of State Route 45. And resulted in new 1.62 mile trail through SGL317, known as the Hog Farm – Buttorff Trail, that opened in January 2021.
As, part of the new trail creation, Bald Eagle SnowRiderss were able to apply and receive a PSSA Mini-Grant to cover the cost of the signage needed for the Hog Farm – Buttorff Trail.
Co-ordinated with Hyner Mountain Snowmobile Club to apply and receive a PSSA Mini-Grant to cover the cost of a new “Live” Snowcam. As of November 2023, this cam was installed and ready for the 2022-2023 Snowmobile Season.
Created a FaceBook page specifically for Region 10, to share important information regarding snowmobile issues affecting the region: PA State Snowmobile Association – Region 10 (@PSSAR10).
Stay in contact with region 10 District Foresters to address concerns before, during and following each snowmobile season. Providing information to the snowmobile community via my FB page.
Other Accomplishments:
Worked with Mike Walsh, DCNR Deputy Director of Administration to create and host “A Night with DCNR”. A virtual meeting hosted by PSSA where the snowmobile community can hear DCNR discuss the financial spending of your snowmobile registration fees. In addition, bringing numerous DCNR officials to answer your questions as they relate to snowmobiling.
Represent the snowmobile community as part of the DCNR Pennsylvania Trails Advisory Committee (PTAC). Within the PTAC, represent snowmobiling within the Economic Impacts sub-group and review and offer feedback regarding grant applications received.
Appointed by DCNR to the ATV-Snowmobile registration fee committee to look at funding issues.
Facilitate and co-ordinate meetings between DCNR and PSSA regarding various snowmobile issues.
Richard A. Hayes

Member of the PA Snowseekers Snowmobile Club for 35 years. I was President of our club three different terms totaling nine years and now sit on the Board of Directors. I also coordinate and operate two groomers on 85 miles of the Allegheny National Forest. The club has taken many trips over the years including Yellowstone, UP and lower Michigan, Idaho, NY and Ontario. We did a 1200 mile pack trip to the Gaspe Bay and recently in northern Quebec staying at the Auberge Dieux Moulin.
I have been a member of PSSA for 35 years including Regional Two Director. I was elected Vice President replacing retired Jim Wolfe. In January of this years I was elected to replace retiring Liz Klug as President. Being elected to the Board, I would like to keep working on the betterment of snowmobiling ,increasing registration fees, maping and DCNR Grants and PSSA Mini Grants.

Serving on the Board of Directors for PSSA as treasurer has been interesting, challenging, and rewarding! I am looking forward to continuing to make a difference for PA snowmobilers by serving as treasurer and on several committees. I recently was elected to the role of secretary for the Pennsylvania Snowmobile and ATV Advisory Committee.
The ACE Snowmobile Club trails are some of my favorite riding in Wayne County. The Wellsboro/PA Grand Canyon area is another of my top riding places. I am still on a snowmobiling high after I went on a 9 day vacation to the northernmost part of Maine a couple of weeks ago with our family. I have been to West Yellowstone area three times and spent a week riding in the Eagle River, Wisconsin, area. Vermont and New Hampshire are also on my list of good places to ride. Perhaps I should just say that my favorite place to ride is anywhere my husband, Clinton, will go riding.
My finance and accounting background comes from more than 20 years in the computer industry working for several multinational corporations. My bachelor’s degree is in business administration with a concentration on accounting. I retired on January 1, 2020, from working for 15 years in the accounting department for Marshall Machinery, Inc., which is an equipment dealer in Honesdale, PA. Another of my responsibilities is to lead the Beach Lake United Methodist Church Finance Committee as the chairperson for the last 7 years. I have been an elected auditor for the Oregon Township for 13 years. I also have taken on the role as treasurer for the Enterprise Grange located in Torrey, PA.
I believe that the most pressing issue for PSSA is financial stability to be able to fulfill our charter in pursuit of the best options and legislation for the snowmobilers of Pennsylvania. My vision for the future of PSSA is that the organization continues to advocate for safe, adequately funded trails for families and out of state tourists to enjoy our state and see it from the seat of a snowmobile.
