Trail Grant Applications
The Pennsylvania State Snowmobile Association (PSSA) invites all legally constituted snowmobile clubs in Pennsylvania to submit applications for available mini-grants. Applications can be downloaded HERE (pdf) or requested by emailing our mini-grant administrator.

Applications will be accepted until February 28, 2025. The maximum amount available per mini-grant is $5500. (Please note: the entire $5,500 may not be funded depending on the number of awarded applications.) An application can be downloaded from PSSA’s website (www.pasnow.org) or requested by emailing pssagrants@gmail.com or by calling 717.319.8745.
Please complete and email or mail pages 7-11 of the application, along with current landowner permissions (sample on page 12).
Projects are to be used for groomer and trail improvement/maintenance equipment and expenses, including fuel, on any trail considered open for public use. Clubs should apply to DCNR for groomers. Funded projects that meet these eligibility requirements must be completed by June 30, 2026. Funds from this mini-grant may not be used as a match for other DCNR-funded projects.
Eligible activities include:
- Maintenance and renovation of existing trails and bridges (new bridge projects are not eligible for PSSA mini-grants).
- Development/rehabilitation of trailside and trailhead facilities and linkages
- Lease/rental of trail construction supplies, parts, and heavy equipment.
- Purchase of trail maintenance supplies, (including signs and fuel) parts, and small equipment
- Groomer maintenance expenses
- Grooming equipment (Exception: Application for groomers should be made directly through DCNR)
Before making application for a mini-grant, all expenditures and volunteer labor hours from all previous PSSA mini-grant awards (except current mini-grants that have not yet ended) must be documented and final reports must be submitted and approved by PSSA. If a club needs assistance in the application process, the club’s regional director or the PSSA Grants Administrator may be contacted for assistance.
A match for this grant is not required but is encouraged. Submission of volunteer hours spent on this project are encouraged and are used for future grant applications.
This PSSA project was financed in part by a grant from the Community Conservation Partnerships Program, using the Snowmobile Management Restricted Account funding through the administration of the Pennsylvania Department of Conservation and Natural Resources, Bureau of Recreation and Conservation, and through the efforts of the Pennsylvania State Snowmobile Association.
In fall of 2005, PSSA’s Executive Committee met to layout a vision for “growing the sport of snowmobiling in Pennsylvania”.
The following year, PSSA presented a proposal to the Pennsylvania Department of Conservation & Natural Resources (DCNR) that outlined this vision of a viable snowmobile trail system featuring quality trail maintenance, mapping, grooming, and signage throughout the Commonwealth.
The ability to fund snowmobile clubs’ small statewide trail maintenance and improvement projects in a timely manner was viewed as a critical component of the Association’s planning to make that vision a reality. The Mini-Grant Program, subsequently funded by DCNR and initiated in 2006, was the first step toward meeting that need. PSSA has awarded close to $550,000 to 25 clubs for approximately 155 projects since 2006. These mini-grants aid with the cost of grooming, trail maintenance, and construction.
